Champion on locked screen bug

So this is ever since the latest patch, patch 6.23. Whenever i get in game and my camera is locked on my champion, the champion vibrates to create a small blur. If i go unlocked it fixes entirely and never does it. I am not sure if this is just a rare occurrence type bug or i just need to re install my client. It might have something to do with every time i open my client and click play it brings up a window saying that it needs to refresh the desktop icons, so i let it and then it comes up with an error but still allows me to log in and play.

If someone can tell me how i can go about fixing this, i would rather not play with a vibrating champ when i go locked screen

I have the same problem, almost unplayable, I use a nVidia 1080, FPS normal (capped with vertical sync) I use a 2560x1440 monitor, I tried different screen resolutions, beta and legacy clients but no ones work.
