My friend's queue problems

My friend has serious queue problems, and by queue a mean the queue timers. His typical queue time is 30 minutes, sometimes an hour and sometimes he never gets into a match. Is it possible that it is some kind of a bug? He does never play rankeds and his normal mode elo is around Diamond (judging by his teammates' frames in his games). He is pushed to play blind pick, if he tried to play teambuilder, he plays like one match a day, if one at all. He mains supports. I played on his computer in his house and was ok on my account, so there's not the core of the problem either. Could a Rioter look through this?
