Jungle items are purchaseable without smite

Around mid game I was playing support and saw that I could by a jungle item I found it rather weird since I didn't have smite I bought it to see what would happen. I bought the item but it didn't show up in my inventory and took my gold I tried to undo but LOL didn't seem to register it as a purchase had around 1.1k gold and dropped down to 850 or so it didn't consume all my gold thankfully but others said they couldn't buy items not sure how to replicate this bug.
