Strange Blur Effect After Victory (in bot game)

I decided to practice a bit in a private bot game. Once the enemy nexus was destroyed, I got this strange blur effect. At first I thought it was my computer, but once I clicked continue, nothing else seemed to be wrong. Hope the pic was helpful. :)
