Zilean can lvl up his W at lv 1
And he shouldnt be able to.
Just like Azir cant get Q or E before his W, because he wouldnt have Soldiers to throw.

I wouldn't say it's bug, but it's definitely something Riot should look into. Zilean's kit hasn't changed all that much over the years & it's kinda starting to show it's age.
Perhaps giving him a point in his [W: Rewind] at Level 1 (Similar to how Yuumi has her W at Level 1) would be a nice QoL change for him for the time being.
It’s actually 200iq and I have a 60% win rate when I do it opposed to my 54% leveling q first, maybe I haven’t played enough games or maybe I’m into something
It used to be that way, they changed it so that you can level your W at 1.
I wouldn't know why, but I doubt if they changed it from what you're suggesting that there wasn't a reason
