It's intended to work that way, it does indeed hit units who are stealthed/in a bush within range.
Not a bug, the damage from katarina's ult is aoe and hits all targets in range whether they are stealthed or not. Abilities like these are considered ~~semi-~~autotargeted abilities and therefore will target anyone withing the area of effect once cast. If katarina was able to cast her ult without an initial visible target then it would be a bug.
True, but it's still annoying and it's really good if you use it to your advantage when walking near bushes, x_x
