So, I was playing Taliyah in a match yesterday, and it says her Q costs 60 mana, but it allows me to use it with 50 mana, I am pretty sure this is a bug? I know she got her buff where it costs less, but the description on her threaded volley says otherwise.

Taliyah was hotfix buffed this patch. Due to Rito's spaghetti code they can't update tooltips in hotfixes.
Here's how it TRULY looks like:
Q - Threaded Volley COST 60/65/70/75/80 mana ⇒ 50/55/60/65/70 mana WORKED GROUND DURATION 180 seconds ⇒ 140 seconds
You were probably standing on Worked Ground, where it costs half.
