Random champs don't show up when banning on RGMs

This has happened to me more than once on more than one RGM and it's the reason I don't like being the one to ban for my team. one time someone requested a champ banned and had him but i still couldnt choose his icon.

because no one on the enemy team owns the champ (or free week) so it does not show up
