[Gameplay] Garen E out of range when against Gromp

It happened every time when you play Garen and going to attack the Gromp. Although the Patch 5.17 fixed technically half of the bug, but it will lose the first tick of damage from E.

The way to reproduce it:

1. Play as Garen, go on the Blue side Gromp
2. Must stay at right-down direction of the Gromp, just beside the wall.( If you go from upper direction from top lane, it won't work)
3. go auto-attack Gromp at maximum range
4. then you will see the range is larger than normal, the way to confirm:
5. Press S to stop.
6. Press E, then you will find Garen E will deal no damage to Gromp( out of range)
