Been around commenting alot but there's a 3s loading issue. And issues in general

So I was waiting for client to load and I noticed half the champs didnt show up and enemy soraka (I'm assuming) only had flash loaded and not her ignite...

This has happened since probably early season 4 but occasionally (it could happen to either champion icons on minimap, summoner spells in the tab window, or even magician minion attacks) the following is replaced by some obnoxious blue boxes, ofc for minions these boxes move across the map...
