Chat lagging significantly in game

Occasionally while I am in game, my keystroke responses are delayed 3-4 seconds or not detected while trying to chat. If I spam escape long enough to cancel the chat prompt, the game picks up right away again perfectly with all other keybindings. As far as I can tell nothing I have done caused this. Despite being sure that it wasn't the issue, I reset the config.ini file, but the issue has not cleared up. None of the other things on the troubleshooting page apply.
