I've declined no games, but I'm in timeout for declining games.

I logged in, queued up for ARAM. No match ever popped up, but then it said I declined ready check. Re-queued, figured it was a visual bug. Same thing. Left lobby. Re-entered lobby. Re-queued. Got a warning that I might face a penalty if I declined any more games. No match has popped up.

Restarted client. Got into a game successfully, but then the post-game lobby didn't load.

Restarted client. Queued up for another game. No match popped up. Got a pop-up saying that I am not allowed to enter the queue because I've declined too many games in a row.

Also worth noting that I saw about a dozen matches declined during the time I was able to hit "Accept." It looks like I'm probably not the only one this is happening to.
