Summoner spells not working.

I have tried uninstalling and reinstalling a new client multiple times, reinstalling windows, and anything I can think of and I cannot get this bug to go away. I am having an issue with summoner spells not casting.

I can hear the in game click sound but the summoner spell wont go off.

I can be mashing the button for it, and the spell will not cast. It doesn't matter which champion I play, it happens every single match.

My ping is sub 50, my frame rates are above 100FPS, and I'm not having network lag. My summoner spells will simply stop working. This bug is really becoming a problem, and I can't find a solution for it.
