Taunts don't work on Lee Sin

So I was playing Shen today and after flashing and hitting their Lee Sin with my Taunt but he just walked away like I didnt hit him but I saw the taunt symbol above his head that shows he is cc'd.

I honestly don't think Lee Sin should benefit this much from a Bug while being so strong already. Riot can you please fix this.
