Ruby Sightstone Passive Not Working on Some Items?

I played Braum support and rushed a ruby sightstone in the hopes it would reduce my active item cds. However, they stayed the same all game. The items that were not reduced were: zz rot, face of the mountain, and randuins. I'm thinking this is a bug because the unique passive says "Item Active cooldowns reduced by 20%" Hoping I'm not just stupid but if it is a bug it would be a good one to have fixed.
