in game freezes

pre server move everything was fine. Post server move my ping went down (from 70 to 40) sweet. Now any time more than one thing happens in my game at the same time. Example. an enemy champion appearing+ blitz pull at same time. My game actually freezes for a second. I see myself taking the damage. but it doesn't load what is actually happening until a couple seconds later (usually long after i'm dead). I played a second game thinking it might just be the game, but i was ekko. and every time I pressed r and the enemy azir used his r. or another ability, it took 4 seconds for me to actually catch up to where I was. (I thought ekko rewinded not fast forwarded). Currently I'm attempting to uninstall and reinstall the game. I have a GTX9700 Nvidia card. an i5 processor. and 8 gb of ram so i don't think my pc is the issue
