Runes Stat Bonuses

In the current patch notes, it says that SORCERY-PRECISION ~~20 ability power or 12 attack damage~~ ⇒ 9% attack speed, 10 ability power or 6 attack damage. However in game, it says SORCERY-PRECISION ⇒ 5.5% attack speed, 14 ability power or 8 attack damage.

Not sure which one is suppose to be the intentional bonuses for that pairing of Runes.

I was sad when I discovered patch note lied to me... thought I could get 9% attack speed while taking electrocute in the jungle
