Bugs on Ekko

I was playing Zoe mid and I was facing an Ekko, I dropped my E on him 20+ times through out the whole game and 4 of them he either literally walked over or they just went through him while he was dashing. Is this a bug that he can go over my E while on ground with his dash and ignore my E with his dash?
