Garen's Ultimate still cancels out sometimes

Garen's ult still cancels out sometimes. I would target a champion such as LeBlanc who would dash out and this would cancel my ult.

That happens to me too. An enemy Lee Sin would kick me, but I would have already pressed the R button on him first. He dies while his ult goes off. I assume this is intended. If they made Garen's ult interruptable, it would be because it's a channeled ult, but it's not, even thought it acts like it.
