[Client] Can't remake

Several games this week where people are afk from 0:00 and remake just doesn't become an option. I'm not in low priority queue or leaverbuster or any of that nonsense, it's just normal draft. Typing /remake says "remake is only available something something disconnected" which isn't accurate for how remake worked in the past. Did something change?

The offending player was using elec/cheap shot/ghost poro/ravenous + triumph/coup de grâce and definitely didn't move or buy before 8 minutes or so. It said he reconnected around then.
