Spectate Errors

Hello Fellow Gamer Guys and Gals,

I have been having trouble spectating for a few weeks now. I see the loading screen, but then it gets stuck at 100%. If I load into the game at all then there is serious lag and everything is frozen.

I really want to be able to spectate! Is there something wrong with my PC or maybe a file or something, or is this on riot's end? Any tips would be greatly appreciated. No idea what is going on so I figured I'd try posting on here for advice...
