Nonstop "Connection error" need help

Every 5 minutes I get a "Connection error". After I complete a game I don't get to see the post game lobby because it says loading stats for a minute until i get a "Connection error". I can't escape the connection errors. I tried reinstalling the game and repairing the client. It doesn't fix anything. Ever since patch 4.19 I get these connection errors nonstop and I don't even get my friends game invites anymore. Instead of getting an invite it tells me my invite is on hold as soon as they enter the game. What is the problem? Even when I queue up for a game it will leave me in the queue forever until I get the connection error once and then once I hit ok I can enter the queue again and look for a game.

Things I have tried: Disabling Peer to peer, Reinstalling, Repairing (says repair fails every time), pretending it's going to actually go away.
