Can't Lock In
Occasionally when in Champion Select I can't lock in. Just have to wait for the timer to go through. Usually happens in ranked.

Yeah, I get this a lot too. Mostly in ranked as well.
Just happen to me for the first time. Luckly it was in a normal but still a 5 min timer is BS when the dang client won't let you lock-in... I like to save my one dodge of the day for trolls in Ranked. Thanks RIOT.
IE i only dodge one game a day; because, i can't sit through a 30 min timer for a second dodge. Which i think is a little bit steep of a penalty considering the amount of trolls in this game. I mean seriously why not just do it like 5 min, then 10 min then 30 min.... :(
