Some karthus ults do not have the veil of death overtop targeted champions

Took damage that I could have avoided if the karthus ult veil had properly triggered. I had just woken from death after karthus started ult so I thought I was fine. However, ult still procc'ed though I could have done something to avoid it if it had shown. BUG not a feature.
