After achieving max guinsoo's stacks, leveling Vi's W, the passive will not do anything for her W, instead still taking 3 autos to complete. (Similar to how Vayne's W takes 2 autos to apply)

The phantom hit should be applying an additional stack since it is an on-hit effect.
The only time phantom hit doesn't work is when a champion's on hit effect says every X attack (example Xin Zhao: W - Battlecry (crit effect), and Aatrox: W - Blood thirst / Blood price).
