client freezing in champ select right when it's time to ban a champ, unfreezes after it dodges me

title. i've been having this issue for about a week, ran the full client restore, uninstalled and reinstalled. still having this issue.

edit: it let's me declare my champion i intend to play just fine, but as soon as it turns from "declare your champ" to "ban a champ" it immediately freezes.
