[Gameplay] Singed and Rylai's

In a game where I went up against an enemy Singed, we noticed he was a LOT more unchasable then before. I looked more closely at our movespeed and noticed it was much more than the anticipated 20% DoT slow that the poison is supposed to apply.

My friend played Singed right after that game, and found the same ridiculous slow values being applied to anybody stepping in the poison.

Our belief is that Rylai's is applying the AoE portion of the slow (40%) while also REAPPLYING the same slow with every tick of poison damage. This same bug did not occur when I tried Cassiopeia with Rylai's.

It is not a bug, the item changed to where AOE damage creates a 40% slow. Single Target DoTs reapply a reduced slow. Singed's poison is categorized as an AOE, it may do damage over time, but it is working as intended if I understand correctly. Keep in mind, that if Singed leaves his poison on it should be properly reapplied at the 40% rate, as it is creating a fresh stack.

@Lynxonyx yeah i bet... no its a bug and i just played verse it. It is actually kinda game breaking rito pls fix

AREA OF EFFECT SLOW (INSTANT) 15% ⇒ 40% DAMAGE OVER TIME OR MULTI-HIT SLOW 15% for 1.5 seconds ⇒ 20% for 1 second

From 5.13 patch notes. Instant AOE damage should create a 40% slow. AOE DOTs should apply a 20% slow. This is a bug.
