FPS is below my normal FPS

Over the last few days, I noticed a severe issues with League, the FPS is below 60 FPS (ideal FPS for gaming). For some, this my not be a big deal, but when I'm used to playing at ~180, it feels slow and laggy. To put this into a better context, its like going from a PC to a console. It doesn't feel right and makes it seem harder to do somethings, especially when teamfights drop me down to around 10 FPS (nearly unplayable). I have a friend who had the same issue 2/10, as well as two enemies when I asked them if they were experiencing any issues. So I know it isn't my side, mostly because I don't have issues with any other games.
