Cannot Select Rune Page (CLIENT)

This is a screenshot taken from a ranked game. The first time this happened, i thought it was a pretty cruel bug, but somebody dodged, so I queued up again. The next queue, I get this same message saying I'm not allowed to select my own runes until I'm level 8. (I'm level 76). The kicker is that it doesn't even give me a premade runeset for that champ. It made me use my Ivern runes. Riot... how does a bug like this even come to exist?
