Spectator Mode not working

I've been attempting to use the Spectator Mode since updating to patch 4.21, intending to get a feel for the magnitude of some of the changes. But the game never loads.

I get to the champion loading screen, but for some bizarre reason, the different champions are shown loading at different rates, as though I'm connecting to a game rather than to spectate. Once everyone has loaded, I get a message saying something to the effect of "Cannot connect to spectator server" as a window that i have to alt-tab to read, then the client returns to PVP.net.

I also have this problem, "Cannot connect to spectator server."

I find that it is random/entropic. Often relogging in will take care of it, but then it will manifest itself again later, seemingly at random.

One very noticeable feature of when this problem manifests itself is the games on the homescreen (the ones you can spectate) don't show at all, instead leaving the intended space simply blank.
