Summoner Name Clean Up BUGGED!!!

RIOT, the Summoner Name Clean Up article you posted is not accurate at all! Certain Summoner Names are NEVER recycled, specifically 3-letter summoner names. Want an example? Here: Summoner "TPP" is a lvl 3 acct on NA servers which has not played a game since Augest 18, 2013 and it still isn't up for a name change! Techniclaly being a lvl 3 acct it should only have 6 months of protection but instead it has been protected for over 2 years and it still hasn't been released. Can you please explain why this is and why you didn't mention this in your Summoner Name Clean Up article???
