Blue buff stuck

As many junglers might know, there is a way to stuck blue buff and make the big monster not attacking you (the two small things will still attack you). You will take WAY less damage doing blue if you are ranged or have a spell with enough range. This is kind of unfair for champions who don't have a range spell like Udyr (I think smite range is not enough, tested 3 times, didn't work).
