[GAMEPLAY] Cannot cast Akali ultimate, also W haste tripping out

Something happened during one of my games that has completely disabled my ultimate for the rest of that game, and seemingly every time I lock in Akali. The ultimate is not grayed out, and I am putting points in it. I tried changing my bindings for my ultimate, and leaving and returning to the game, even restarting the client, but none of it worked. I know it is not a keyboard problem because I cannot click on the R button in-game and click to activate it, and I can type R's in chat (it doesn't work when i switch the binding for ability #4 to some other random key either). What's even weirder is that immediately after the game I tested Akali in practice tool, and the bug persisted. It also does not seem to persist when I lock in other champions in practice tool, I can cast my ultimate with Aatrox, Bard, etc. perfectly fine.

Unfortunately, I'm not sure about how to reproduce this bug but I have a good idea of what caused it. This is the last relevant interaction I had with champions before my ult was disabled, after that I could not cast it. I assume it has something to do with Sejuani interrupting it, maybe involving the fact that Sylas had stolen it as well. I've linked this video of me showing the bug in practice tool, along with a live feedback of my keystrokes.

Along with the broken ultimate, after I press W and move out of it, it shows a buff on me called akaliWhaste (you can see it in the screenshot link). Not sure if this is related or not. If anyone can propose any fixes, it would be appreciated as I am NOT entering any games until this gets resolved.
