Teemo can not blind Gromp's first two attacks

I just wanted to report that I have discovered Teemo is now unable to blind the first two attacks from the Gromp jungle camp. Gromp applies full damage and seems to completely ignore blind. However, on the third and subsequent attacks, blind works as intended.

Is the blind interaction on Gromp's first two attacks bugged or working correctly?
