Can't Gift a skin to someone on my friends list. PLS FIX RIOT

RIOT, Your store is broken. I tried to gift a skin to a friend of mine who plays Taric a lot, but it says I have not been friends long enough...He has been on my friends list for 4 years. Does it have to be longer than 4 years or is your store just being stupid?

I'm having the same issue. I can't gift anyone on my friends list because of that exact error.
