RekSai Q procing talisman

I was just wondering why Reksai s Q doesnt proc talisman on jungle creeps ? By that I mean why doesnt it proc on nearby enemies the Q hits, talisman is meant to be proced by spells and attacks. The nearby damage of Reksais Q is clearly spell damage.
