[Gameplay] Ashe Ultimate Bug--Passing through without hitting a champion *still* exists

For years now--and I think most players have seen this at least once in their League career--Ashe's ultimate arrow will sometimes just pass through a champion that it clearly should have hit. Just today I had this bug happen onto a champion who was stunned and therefore could not have any other way of dodging it. In fact, it went through two champions without hitting either of them! Note: this was not a point blank ultimate--I wasn't even in auto attack range. I've only ever noticed that shooting it point blank seems to increase the likelihood of the bug, but again, that was not the case in this instance, nor has it always been the case when I've seen this bug happen. I was hoping this might have gotten fixed with the champion update, but it still exists. Why? It's been a known issue that has existed for years. I would estimate that I've seen it happen in roughly one out of ten games with an Ashe.

Since this has existed for so long, I don't expect any changes or fixes to happen any time soon, but I am more wondering why it has never been fixed--is it not possible to fix?
