If you crash you lose all your ultimate hat stacks and cannot regain them

How to re-create:
- Play any champion and take the "Ultimate Hat" rune
- Gain Stacks on your rune
- Dissconnect/Crash
Recently had a PBE game where I was karma and the game would crash (for both teams and EVERY player) every so often approximately 10 minutes sometimes quicker. I had gotten all my ultimate hat stacks but when the first crash happened I lost all of them and couldn't acquire them anymore. NO video proof and no idea what caused the crash.
