Banner of the Horse ward skin

I know there are already a few topics on this but, in a game earlier I saw a couple people who have the Banner of the Horse ward, does this mean the bug is fixed? If so, I still don't have the ward in my inventory after I got if from a chest. Is anyone having the same problem still or is the bug not yet fixed? D:
