Dodge Penalty Bug

So earlier i decided to play a NORMAL draft game with friends & accidentally dodged in champ-select. I then decided to play a ranked game later on and dodged on purpose due to the enemy team's, team comp. It was my first ranked dodge of the day.

For some reason i got penalized for 30 minutes and also -10 LP instead of -3. Is normal draft dodging suppose to tie into ranked dodging?

Pretty sure all dodges have tied together for a while now. Not 100% sure though; haven't dodged twice in a day in a very long while.
