The control to spawn an elder dragon "shift '" and spawning normal jgl camps "ctrl shift '" overlaps and when shift ' is pressed it spawns both jgl camps and the elder drake. This was done before 35 mins in the game

spawning the drakes also spawns the rest of the jungle, it's completely normal.
