[GAMEPLAY] The Cooldown Ping for Tahm Kench's Thick Skin is not functioning as intended

On Patch 6.14, a feature referred to as Cooldown Pings was added. This allows players to show their teammates in chat whether their abilities are available or unavailable to be used. However, for one of Tahm Kench's abilities, Thick Skin, the ability cannot be pinged that it is "Ready". This is due to Thick Skin's activation converting his grey health into a shield and him not possessing grey health unless he has taken damage.

What this means is that the Cooldown Pings do not work as intended for Thick Skin because a player cannot communicate that it is available to be used to his teammates.

To recreate:

1. Pick Tahm Kench as your champion in a game.
2. Put an ability point into Tahm Kench's Thick Skin.
3. Attempt to use the Cooldown Ping feature.
4. Observe that no message declaring that it is "Ready" appears in the chat box.

This bug happens consistently.
