Ranked Queue Dodge

I was just queued up for a Ranked game, and the timer hit 0 to send us into game, but the launch of the game failed. When I went to queue up again, I found that I had a 3 LP loss and a dodge penalty despite not dodging the game (the game failed to launch, and I was taken back to the home screen). Any others having this issue?
