[GAMEPLAY] Bard's W cannot be self-cast!! Reported over 10 separate times, but still no Riot comment

This is a valid bug that has been reported by MANY different people since 5.8 went live, and there still hasn't been a single Riot reply to any of them. You were able to self-cast Bard's W in version 5.7, but can't do it any more.
