Chat filter wont turn off?

So i've been having this problem ever since the latest update and it's fairly annoying as I dont like seeing **** in my chat I have chat filter shut off I went into the game files and changed the 1 to a 0 and that didnt work and I know others are having this problem because I see it in game people complaining about their chat filter being on and they cant shut it off riot pls
