Raptor Cloak isn't giving the bonus movement speed near dead turrets.

I was playing on Howling Abyss as Rengar (don't know if this matters).

I can confirm that it is also not functioning on Summoner's Rift. Neither Raptor Cloak nor Ohmwrecker give the bonus near dead turrets.

I tried it again. This time I was Skarner on Howling Abyss and Raptor Cloak wasn't giving me the movement speed near destroyed towers.
