Rune page not showing up in select, load screen shows no runes

I can't click on the runes tab at all. Nothing shows up

When I do click on it I get a loading bar at the top https://imgur.com/a/rJgwH

And load screen shows I have no runes, however when I enter the game I have a full set of runes. https://imgur.com/a/a3i3f

I am getting a similar issue. All of my rune pages are gone from my collection, and I cannot see them or choose them on the loading screen. I could only pick from the preset rune pages, which I thought I had disabled.
