[Gameplay] Teemo DoT doesn't proc Spellthief's Edge passive

I was playing Teemo support, and found that his E doesn't proc the Spellthief's Edge passive. It didn't work with Frostfang either, so I just didn't buy Frost Queen's Claim. I'm guessing that the poison DoT is coded as on-hit effect so it doesn't proc Spellthief's Edge, but I want to make sure that it's an intended behavior.

Well there is no reason it shouldn't because Morgana's W and even the DoT from Ignite proc it - Morgana is notorious for making crazy amounts of money with the Spellthief line of items because the three stacks are spent by W almost instantly.
