Sivir's E & Soraka Q

Anyone can see this for themselves when they play as Sivir vs a Soraka. Sivir's E blocks Soraka Q damage but despite blocking the Q, Soraka still receives health back.

Is this a bug? Spell shield stops the damage and slow but Soraka still receives health back. Would be nice if Riot fixed this, it doesn't seem fair that spell shield doesn't nullify the effects of a spell when they fail to hurt Sivir.

Soraka's Q doesn't need to actually damage a champion in order for it to heal her, it just needs to hit them. It doesn't matter if the enemy is invulnerable or if they block the damage with a spell shield, as long as Soraka's Q touches the enemy champion's hit box, she will get healed by it.
