ARAM CANT CHOOSE RUNES OR MASTERIES

Whenever I play arams my client freezes and I am launched straight into loading screen or get a 15 min dodge time even if I didn't press anything, if it does go to loading screen then I never get to choose runes or masteries and have to play ridiculous things such as tank varus. I',m not the only one with this issue usually on my team 2-3 people say they crashed too...
